Interjurisdictional Exchange

Immunization information system (IIS) interjurisdictional exchange is a growing priority across the IIS community. As the US population becomes increasingly mobile, there is a greater need to query and exchange information across jurisdictional lines. Many regional exchanges are already under way, either between neighboring jurisdictions (e.g., Oregon and Washington) or between city and state jurisdictions (e.g., New York state and New York City).

Information on Accessing IIS Interjurisdictional Records

This page contains a map showing which jurisdictions have a signed Public Health IIS Interjurisdictional Memorandum of Understanding (MOU) administered by AIRA. This map is intended to be a tool to support interjurisdictional access to immunization records during the COVID-19 vaccination response. Click on a jurisdiction or view the directory to find each jurisdiction's help desk hours, phone, email, and user interface website address.

For jurisdictions that want to view the map but haven't yet renewed their membership, email [email protected] for help accessing the map. We understand access to the map may meet an urgent need and we will provide IIS and immunization program staff with access to it regardless of membership status.

Interjurisdictional Community of Practice

The Interjurisdictional Community of Practice (CoP) is a quarterly forum for sharing various perspectives and working together as a community to address common IIS-to-IIS data exchange barriers and solutions. The group focuses primarily on policy issues, but it also addresses technical barriers and solutions.

Public Health IIS Interjurisdictional MOU

The CoP supports all jurisdictions signing the Public Health IIS Interjurisdictional MOU. The MOU is a fillable form that supports secure, electronic exchange of immunization information among governmental entities that operate an IIS. AIRA collaborated with the Network for Public Health Law to update the MOU in 2020. AIRA is serving as the administrator of the MOU, and an increasing number of jurisdictions have signed and submitted their copies to AIRA. A collated set of signed MOUs is available after logging in to the member section of the AIRA repository. If you would like to be added to this set of agreements, simply fill out and sign the MOU and submit it to [email protected].
